Cape Girardeau County's long-standing method of milk and restaurant inspection through a county court-appointed sanitarian is held illegal by the attorney general; while the court has no authority to create the office of county sanitarian, it can name a licensed physician to be its health officer and the latter may then appoint a sanitarian.
